Unatoč njegovoj važnosti u antifašističkoj borbi Istrana tijekom Drugog svjetskog rata, uloga i djelovanje Operativnog štaba za Istru, kao najvišeg vojnog rukovodećeg tijela koje je za vrijeme Narodnooslobodilačkog rata rukovodilo jedinicama Narodnooslobodilačke vojske i Partizanskih odreda Hrvatske formiranim na istarsko-riječkom području, dosada nisu bili predmet podrobnije historiografske analize. Kad sam pristupio pisanju ovog djela, bila mi je jasna činjenica da narod Istre nikada ranije u svojoj teškoj prošlosti nije doživio, u korist vlastite budućnosti, to što je doživio narodnooslobodilačkom borbom. Ta mi je pak činjenica ukazala na potrebu da budućim naraštajima treba ostaviti što više pisanih djela o oružanoj borbi kakvu narod Istre vjerojatno neće nikada više doživjeti. Zato sam odlučio da kao neposredni sudionik u narodnooslobodilačkom ratu napišem ovo djelo - moj skroman prilog povijesti naroda Istre.
