Europska mreža Instituta za istraživanja u području ekonomske energetike (ENER) odlučila je 1995. godine provesti komparativnu analizu organizacije i regulacije industrije koja se bavi opskrbom električne energije (ESI) u Europi. Mreža, koju je osnovao Europski odbor, u to je vrijeme obuhvaćala deset instituta za ekonomsku energetiku. Studij je imao tri cilja: - prikazati situaciju elektroprivredne industrije u zemljama članicama Europske Unije opisivanjem osnovnih podataka, organizacije i temeljnih propisa; -analizirati mehanizme složenoga uzajamnog djelovanja elektroprivredne industrije i političke vlasti; - naglasiti postojeći odnos međureguliranja, strukture i vlasništva elektroprivredne industrije i nacionalnog ustroja. Sa ciljem da se komparativna analiza učini jednostavnijom za razumijevanje, poglavlja su podijeljena po zemljama. Da bi se omogućila dublja analiza, trebalo je uključiti neovisne stručnjake iz svake zemlje. Obuhvaćeno je dvanaest od petnaest zemalja članica Europske Unije (osim Irske, Luksemburga i Nizozemske). U pripremi osam poglavlja sudjelovali su članovi istraživačkih instituta koji pripadaju mreži ENER. Na pripremi preostalih četiriju (o Finskoj, Grčkoj, Španjolskoj i Švedskoj) sudjelovali su kvalificirani stručnjaci izvan ENER-a.
