Novi dokument Kongregacije za kler temeljni je za odgoj i izobrazbu budućih svećenika. Po ovome novom dokumentu ravnaju se sva naša sjemeništa i bogoslovije, a objavljeno je prije nepunu godinu dana u rimu. Evo što, među ostalim, stoji u uvodu ovoga dokumenta: „Prošlo je više od trideset godina otkad se – 19. ožujka 1985. – Kongregacija za katolički odgoj, koja je tada bila mjerodavna na tome području, potrudila ispraviti Temeljne odredbe o svećeničkom odgoju i izobrazbi (Ratio fundamentalis institutionis sacerdotalis), dokument koji je objavljen 6. siječnja 1972., prilagodivši ponajprije bilješke Zakoniku kanonskoga prava, proglašenom 25. siječnja 1983. godine. Od tada je objavljeno mnogo priloga o temi formacije budućih prezbitera, bilo od sveopće Crkve bilo od biskupskih konferencija i pojedinih partikularnih Crkava. Nadasve treba podsjetiti na učiteljstvo papâ koji su vodili Crkvu u tom razdoblju: svetoga Ivana Pavla II., kojemu se duguje postsinodalna apostolska pobudnica Pastores dabo vobis (25. ožujka 1992.), koja je od temeljne važnosti, Benedikta XVI., autora apostolskoga pisma u obliku motuproprija Ministrorum institutio (16. siječnja 2013.), te Franje, na poticaj i smjernice kojega je nastao ovaj dokument.“
