"Šutnja Pija XII. " ostaje sporno pitanje među povjesničarima koji proučavaju Treći Reich i Holokaust. Na temelju dokumenata koje je Vatikanski tajni arhiv dao na uvid tijekom posljednjeg desetljeća, Wolf nudi analizu pontifikata Pija XI. (1922.-1939.). Pažljivo skicira vatikanski pogled na Njemačku tijekom godina kada je Eugenio Pacelli, budući Pio XII., bio nuncij u Njemačkoj, a potom i kardinal državni tajnik. Wolfova analiza ovih dokumenata otkriva povijesno okruženje u kojem je Pacelli razvijao svoju perspektivu o Njemačkoj, i tako pomaže objasniti njegovu buduću "šutnju". Dokumenti nude nove uvide u ponekad zamršene politike Vatikana s obzirom na antisemitizam, rasizam, pregovore oko Konkordata iz 1933. i odnos politike i dogme, uvijek napet i problematičan unutar Rimokatoličke crkve. Ova knjiga također otvara prozore o percepciji Vatikana o njemačkim biskupskim reakcijama na Hitlerovu ideologiju i na pitanja poput politike eutanazije. Knjiga Huberta Wolfa, Papa i đavao, nezaobilazan je i dragocjen prilog literaturi o odnosu Crkve i nacističke Njemačke.
